In plain terms: presence is not a soft extra. It is infrastructure — the civic capacity everything else runs on — and it can be measured in ways that dignify rather than rank people. — At the Cardinal Scale, attention is treated like a public utility: cultivated, protected, invested in. The measurement never sorts people into better and worse; it shows each person their own growth. That distinction is the entire ethics of this work, made concrete.

Toward the coherent substrate. Extraction treats attention as a resource to mine; this chapter treats presence as infrastructure to cultivate. That reversal is the substrate-swap, named at the level of the civic. A society that invests in presence the way it once invested in roads has changed what it is built upon.
