Toward the coherent substrate. Established power rarely fights a coherent alternative head-on; it adapts to absorb it. This is also where the nation-state enters: existing states cannot themselves pivot to a coherent substrate until they can see that smaller sovereign forms — network states, in the language of that work; ICONS, or scales, in ours — actually function and sustain themselves. Surviving power's embrace is how those proofs get the chance to exist.
