The nation-state produced, within its successful instances, a form of horizontal solidaritythe sense that one's fellow citizens are, in some meaningful sense, one's communitythat had not previously existed at this scale. It produced public education, public health, social insurance, democratic governance, and the rule of law.

What it broke was perhaps more consequential than what it built. The nation-state required bordersand borders required decisions about who was inside and who was outside. The history of nationalism is inseparable from the history of exclusion. What must be preserved: the insight that identity-based solidaritythe sense that we are responsible for each othercan be organized at scale. Any successor coordination system must generate this sense of mutual obligation without requiring the exclusionary borders that have been nationalism's persistent shadow.
